The leader of the remnants of a shadow group whose previous administration had caused a nationwide disaster, Silas Beller is committed to atoning for that administration's mistakes through ending a large raider threat with his own administration. However, in his mission to do so, he has made some questionable alliances, many of which his field team will need to reflect on as their battle rages.
